Once a roadway is shut down, Why do FP stand there?

When a road shut down with the proper equipment What is the reason to stand there? So we can stop traffic and give directions? So someone can hit us? Really whats the reason?

PD Leave.
Road Crews Leave.
Water and Elec Dept. Leave.

But FP stay at the road closure.
